Lisa Noelle Voldeng inserted herself between Epstein survivors and the public, claimed authority over who was credible, built centralized private intake channels for survivor testimony and evidence, then dropped her highest-profile subject days before his scheduled media appearance when outside scrutiny arrived.
Jessica Reed Kraus built a platform of 1.3 million followers with no editor and no fact-checker. She wore a Free Ghislaine shirt publicly, was consulted by the Trump White House about using Maxwell as a political reset button, and platformed a quadruple murderer seeking a presidential pardon as the sole source for the central Maxwell rehabilitation mythology.
The full two-tier structure mapped: Maxwell coordinating from federal prison through a broadcast node with 568K followers, a supervised-release felon routing and infiltrating, and a noise layer of recruited amplifiers and intercepted sources — all documented in public federal filings.

Part one of Anne Cheever's investigation into Lady Victoria Hervey — the documented broadcast node of the Maxwell rehabilitation network. Anne archived the KARMA post that Hervey deleted: George Tonks posted it, tagging Hervey directly, and Hervey shared it — the word KARMA in large red text over Virginia Giuffre's hospital photo, posted the day Giuffre announced she had days to live. This article is essential to understanding the network's command layer.
Part two expands the documented network around Hervey, including her connections to the Royal household and her role in routing communications between Maxwell in prison and the machine's amplification layer. Published March 14, 2026 — the same day as Parts III-A and III-B. This reporting would not exist in its current form without Anne Cheever's work.

Piers Morgan cut her microphone live on air, February 10, 2026. Documented vacationing with Antonia Marshall, Sarah Ferguson's PA of 13+ years. BOP# 09650-424. Three federal convictions: as David L. DuPont (E.D. Pa., 1993), Ian William Stone (S.D.N.Y., 2006-07), George Tonks (N.D. Iowa, 2008-09). $1.57M unpaid restitution — $25 paid. Court-ordered no contact with Maria Farmer (Sept 13, 2023, Judge Seeger). Violated that order. Named in EFTA01652016 alongside Maxwell. Used DuPont alias to infiltrate MAGA circuits around Hunter Biden research.
1.3M Instagram, 452K Substack. No editor. No fact-checker. Wore Free Ghislaine shirt publicly. Published "Exposing Maria Farmer" using Tonks as undisclosed source — three days before his no-contact order. White House consulted her about Maxwell as "reset button" (her own published statement, November 2025). Received Oval Office binder February 27, 2025. Plagiarized pro-Andrew legal dossier, documented by Michael Tracey.
Outlaws of Chivalry Substack (77K followers). Canadian Trademark Ruling 2022 TMOB 076: $53 total sales, "essentially non-existent vaporware," evidence of attempted falsification. Sworn testimony: has not worked full-time since 2015. Solicited survivor evidence to a private encrypted vault (theknightleaguevault@proton.me) on Ultra-Agent Industries Inc. letterhead. Contacted Ferree and Riley within days of Dec 23, 2025 FOIA release. Dropped Riley before his MSNOW appearance.
Four consecutive life sentences — 2016 quadruple murder. Epstein's MCC cellmate July 2019. Sole source for Maxwell rehabilitation mythology: Maxwell innocent, Comey corrupt, his own conviction manufactured. Seeking presidential pardon. Kraus told him on recorded call (New Yorker, Oct 2025): "Trump is known as the pardon president." Transferred 2am the morning after his audio was published — no notice to attorneys or family.
Maxwell's trusted journalist, 19+ year relationship. Secured exclusive CBS/ITV prison access. Partner Erbil Gunasti ran Fighting 4 One America PAC: called Maxwell's trial "an American disgrace," sold Maxwell NFTs. Kraus was PAC's paid social media director 2023. Cousin: Ehud Barak, former Israeli PM, documented near-fixture at Epstein's Manhattan townhouse.
Former Trump WH aide (Navarro's office). Founded Marco Polo. Published Hunter Biden laptop. Named in EFTA01652016 alongside Tonks and Maxwell. Tonks used the DuPont alias — the same alias from his 1993 Pennsylvania conviction — to infiltrate Ziegler's network with false Burisma connection claims. Maxwell defense and Hunter Biden disinformation circuits overlap through the same man, in the same federal filing.
Age 66. FBI tip EFTA00020517, October 2020: third-hand claims, dead witness, self-admitted past dishonesty. Page 3: OKC bombing claims, drunk Hillary Clinton. Rep. Ted Lieu read pages 1–2 at AG Bondi confirmation hearing February 12, 2026 — page 3 withheld. Voldeng contacted him via Facebook within days of the December 23, 2025 FOIA release. The machine found him — he did not find the machine.
Manhattan landlord. Rikers Island 2017 — tax fraud and tenant harassment. One block from Epstein's 9 E. 71st St townhouse.
